I agree with Alexandra's answer. If this is for business, it is best to let experts handle it. Your website leaves a long-lasting first impression to potential clients and/or existing customers. If it doesn't look professional enough, you might send out wrong signals.
However, it is understandable if there are some business owners with very little to no budget for web developers. You can try checking out freelance websites because there are plenty of great yet affordable services available.
If you really don't want to pay for anything for now, use free templates from free blog sites first like Wordpress, Blogspot, Wix, etc. These sites are very easy to use and understand. I don't have any HTML or CMS knowledge but have created a few blogs for myself and some informational websites for clients on my own. :)
