Do your web host servers permanently ban IP addresses due to suspicious access?

One of Our clients (Mango Live in New Zealand) are now doing some work on on behalf of their South African agent but when they attempt to make changes on Word Press they end up with a page timeout when clicking on an updates link in word press.

She can get there on her cell phone and from other sites so we're wondering if maybe their static ip address has become banned?

When we do a tracert to from their connection it fails to get a response from but when we do a tracert from our office with the same NZ ISP it completes the tracert ok. Thats why we were thinking perhaps that server ( had banned their IP address?
