Try all the options. First of all free options. They will allow you to understand a little more about the essence of creating websites. Paid allow your site to compete among others, allow it to move forward and be above other free.

I would start with watch YouTube videos, there are sooo many good tutorials there with step by step explanations in all possible languages and for different content management systems. It is easy enough to make a web site by yourself.

If you get your data from somewhere else, like the user or another "website" (API), and you don't need it to "remember" things (like in a database) for each user, then you may not need a back-end server. And never forgot to use a javascript charting library for your website.
