What should one do to get a manager to call back?

The agent asked the manager on 4 February 2021 to call back and I received ticket number RHD-710-93858 with a "high" priority.

Up to now - more than 24 hours later - I am still waiting for that phone call.

How do I escalate this higher than the manager because obviously the manager is not going to deal with the ticketed issue?
