SMTP on cellphones

If someone uses mail.domain for smtp, will they be able to use that to send / receive  even if they change between simcards on their phone?

Yes they will be able to use the smae SMTP. They are not using their SIM card service provider for SMTP, they will be using the mail hosting server to send and receive mails. All that it needs is internet access. If any of the SIM does not have internet access none of the internet related services will work including mails.
