when i reach my capped (60GB p/m) data limit, does this effect my landline attached to the adsl line?

I cannot make or recive any calls....the line is just silent....please help!

When you've reached your cap, this doesn't affect the physical line at all. This could be an issue with your Telkom line. Your line could be down. You might want to contact Telkom to have a look at your line if this issue persists.
